Plans, develops, and oversees implementation of the financial management policies and procedures to ensure the agency budget, grants management and financial activities comply with federal and state requirements; expenditures are appropriate; and sufficient funding is available to meet short and long-term needs.Prepares and submits the agency's Biennium budget, capital re-appropriation request, annual and biennial budget amendments, technical adjustments and decision packages; Non-General Fund Revenue Forecast; and Indirect Cost Rate Proposal to ensure business needs are met.Assists in developing the Annual Operating Plan and monitors agencys financial management activities.Conducts complex analysis and evaluations of financial and policy issues, financial resources, budgets, and expenditures.Ensures existing and new programs and activities are cost effective and controlled; and services are delivered economically and efficiently.Provides direct support to the Chief of Budget and Grants Management, Director of Finance, and Executive Management Team.

Serves as a liaison to federal agency representatives, auditors, senior managers and others regarding financial and budget issues.Serves as the reporting expert for the Financial Management System, preparing and distributing financial reports to enhance the agencys ability to manage financial resources, document activities, and comply with established requirements.

Minimum Qualifications

Considerable knowledge of generally accepted accounting principles; governmental accounting and budget management related to state and federal requirements; internal control standards and policies; and federal grant requirements.Excellent oral and written communication, computer, quality assurance, and financial reporting and analysis skills.Demonstrated ability to prepare federal grant applications, grant status reports, financial reports and statements, budget documents, and schedules using financial system reporting tools; prepare, execute and monitor large operating budgets and manage budget process; collect and analyze financial data; apply appropriate accounting theory and principles; and conduct quantitative analyses of budget, program, policy, and financial issues.Demonstrated ability to develop and modify reports using Oracle financials or similar reporting tools.

Demonstrated ability to conduct research, review processes and procedures, and document and report findings, and recommend improvements consistent with policy and statutes; work with automated accounting and financial systems and Microsoft Office Professional (e.g., Access, Excel and Word or related software); manage and complete multiple assignments; review and evaluate the work of others; and work effectively independently and as a team member

Preferred Qualifications

Bachelor degree in Accounting, Finance, Business or related field, an equivalent combination of experience and training. Experience utilizing the ORACLE financial system, Discoverer, Apex or similar reporting tools and State accounting and financial systems (e.g., Cardinal and CIPPS). Certified Public Accountant, Certified Government Management Accountant, or similar designation. Considerable experience working with state budget and federal grants management requirements.
